A $50 Million Question: Why International Students need campus OSA NOW?

On 2 February 2009, NLC prepared a report to be presented to the Board of Directors meeting the next day at the request of CEO Glenn WITHERS of Universities Australia, the industry peak body for 38 public universities.

The report covers NLC national and OSA campus operations, and it gives a clear picture of NLC's future direction as the peak body for the International Students Community.

On 11 February 2009, Kate ELLIS, Minister for Youth, introduced the Higher Education Legislation Amendment (Student Services And Amenities, And Other Measures) Bill 2009 in the House of Representatives. The Bill will reintroduce service and amenities of $250 per year for all students in the Higher Education Sector with effect from 1 July 2009.

On 12 February 2009, NLC received the invitation from John CARTER, the Secretary of the Senate Committee on Education, Employment and Workplace Relations for submission to the inquiry into the Higher Education Legislation Amendment (Student Services and Amenities, and Other Measures) Bill 2009 following our talks with the Government, the Opposition and the Greens.
 
On 20 February 2009, NLC received the correspondence from Fiona BUFFINTON, Group Manager of Higher Education Group of the Department of Education, Employment and Workplace Relations Education in relation to provide our written comments on the proposals for the guidelines.
 
On the letter, she states: "the Government believes that this is a workable solution that enable higher education providers, students and the government to work in partnership to rebuild student support services and ensure democratic student representation" and she looks forward to working with NLC to implement the arrangements.

On 4 March 2009, NLC made an appearance before the Senate Committee in Melbourne to present our position on the Higher Education Legislation Amendment (Student Services And Amenities, And Other Measures) Bill 2009.

NLC’s position is that International Students are already paying for their own services under the Education Services for Overseas Students (ESOS) Act 2000. It is only right that International Students should be exempt from any additional services and amenities fees.

However, in the worst case situation where International Students are included in the Higher Education Legislation Amendment (Student Services And Amenities, And Other Measures) Bill 2009, there must be an OSA at every university in Australia to ensure that the fees paid by International Students are fully allocated towards the support services for International Students.

The OSA president position is equal to any other student organisation president. International Students will no longer be cash cows; will no longer be belittled and used as pawns in local student politics; and will finally have a united voice to fight for our own resources and our own rights!

As at 30 September 2008, there were a total of 213,543 International Students enrolled in universities around Australia. Based on this figure, International Students will pay a total of $50 million to universities for support services and student representation.

Without OSAs, our $50 million will be given to the domestic students who dominate the Student Unions, Associations, and Guilds. This money will then be siphoned off for other purposes, until very little is left to be used for International Students.

The OSA platform allows International Students to be in charge of our own affairs, and to decide how to effectively use this $50 million collected from NLCommunity for International Students support services.

This is the reason why International Students need campus OSA NOW!
