Tougher rules for colleges

FORMER Liberal MP Bruce Baird's review of international education, to be released today, is expected to recommend tougher financial compliance for providers, possibly including financial viability tests and bank guarantees.

It is understood that the tougher financial controls are aimed at stopping struggling colleges from shutting their doors to protect themselves, leaving students with nothing.

The collapse of the Chinese-owned Meridian college network and the Japanese-owned GEOS language schools have highlighted the vulnerability of students when business operators call in administrators.

Meridian's Chinese owners pulled out in November, leaving 3400 students in limbo, while GEOS in February shut its Australian business, stranding 2300 students. Victoria's regulators found that GEOS, whose local business was believed to be strong, had been sending funds out of Australia to support offshore operations.
